Your giving a very poor general definition, partially (but not only) because of the points I raised. Its a valid definition in that it really is one meaning of the word conservative, but its a poor definition in terms of delineating American political movements and ideological groupings.

And Social Security is hardly a little program, its the biggest government program in the world. And its not the only program that point applies to. Medicare, Medicaid, all sorts of welfare and subsidy programs. Big government has been a feature for the long term. Most of government spending is on such social programs. By your definition Democrats are "conservative", by supporting these programs (as are many Republicans, who also support them, but I doubt you would look at this Republican support for big government, as the reason you would call them conservative).
