Bush said it, not the media. Even in context it still means the same thing, Bush does not believe we can win. He says we can only make terrorism less popular. But frankly, how does he know he can even do that? Bush has increassed terrorism around the world. He said BRING IT ON! in Iraq to the terrorists and we've had 1000+ bombings there. 1000 Americans dead and 7000 wounded not to mention tends of thousands of allies and friendly Iraqis.
