But unlike everything else, it creates a health risk to everyone else. Is it unique in this respect? I am trying to think of an analogous product. Smoking lounges, created for the purpose of smoking should be permitted. For the purpose of those places is solely for the activity which cause the harm. No one should have any business there save for those engaged in the activity of smoking. Except for the help, and I don't know how you deal with that.
