Not true. Referring to the Senate, pretty much all of the Reps are 1s.

About 8 of the Dems are 1.2s, about 30 are in the 2-5 range, another 20 are 6s or 7s, and there are a couple of 8s. I could go through them one by one if you really wanted me to.

But, unfortunately, it's probably won't add up to much better than a 3 when all is said and done.
