The terms are carefully defined under the Geneva Protocols, which the US is a signatory to, so they have the force of law. >>> If we wish to 're-define' these terms... we must withdraw our nation's signature from the Geneva Conventions (which we mostly wrote :) or we must negotiate new binding language... and then get it ratified by a sufficient number of countries to achieve the status of international law and supercede existing law.
