Forcing people out of houses which have risen in value because they can't afford the higher property taxes would be an example of hurting individuals ostensibly for the benefit of society.

Across the U.S., many property holders have been forced to sell due to higher property taxes from rezoning. There is a valid philosophical argument for local services like police and fire protection to be paid by property taxes because property owners benefit the most. One way to accommodate retired property owners whose income isn't keeping up with inflation would be to allow senior citizens to defer paying the tax and have it accumulate as a lien, which would be far less sweeping than cutting taxes across the board.

An effective legislative process would enable such compromises. But when a special interest group writes a law and sells it like toothpaste, it's taken out of the hands of the legislature. In addition to Prop 13, I've voted against many initiatives like term limits, three strikes, and stem cell research paid with bonds. Issues like the death penalty, gay marriage, or legalization of marijuana are reasonable for voters to determine. But tax and financial issues are just too complicated for a simple up-down vote on a multi-page law in small print. One of the biggest loopholes in Prop 13 is that landlords can incorporate, sell the corporation and maintain the same tax rate just like a homeowner.
