Advance planning can be helpful in tsunami evacuations. Unfortunately this is something Asian nations haven't done and decided again against doing only recently.

Every phone book in Hawaii has maps in the first few pages showing the evacuation routes and safe areas to go to in the event of a tsunami alert. In addition there are road signs showing the evacuation routes and safe areas. In the event of a tsunami, the alert is made with radio, television, and World War II vintage sirens.

This sort of warning system is not expensive, but it does require advance planning.
