The answer is yes. Kerry's habitual flip-flop voting strategy demonstrates that he's afraid to make firm decisions. His criteria for decision making is always "could it create negative political feedback for me." Hence, his straddle yes first vote--no second time.
That presidential attitude would spell disaster for Americans.
