No. The Visa system imposes the 1% fee on foreign currency transactions. Any additional fee is imposed by the issuing bank.

I thought of turning to an Australian or European bank but they are over-all more expensive. To begin with they all charge annual fees. Unlike my US issuers, none pay a rebate of 1% or more for all purchases, only Qantas miles etc.
