The Democratic party elite in the South did set black and white against one another historically. And they're still doing it. They tell black people Republicans want to bring back slavery, they hurl baseless racism charges at white critics, they set up racial spoils systems aka affirmative action. If they WANTED to nurture bad feelings between blacks and whites, what would today's Democrats be doing differently? Nothing. And they DO want to nurture such feelings.
