Often DOD contract solicitations are specifically written with one targeted company in mind. As a consequence, since only that targeted company can meet the specified requirements, it is awarded the contract. And that only happens when someone in authority at the DOD really champions and supports that company.

Could be mistaken, but it seems to me that someone really wants MVIS to win this contract.

And I don't just mean the stock owners.
