The horizontal vortices would exert MAXIMUM force against a vertical surface. Think of a plane flying away from you and the vortices are huge "O"s coming off the wings. If the edge of the "O" (say the very bottom) which may be twirling at several hundred miles an hour or more, comes in contact with the upper part of the vertical stabilizer... that's all she wrote!!!

It HAS happened before and will happen again... until we have a way of "seeing" this turbulence - like a visual doppler radar.
