Not at all. I've done it myself. The only thing difficult about it is getting all the paperwork filed so they will pay you.

It is also perfectly ordinary for sole-source contracts to be awarded. The contracting agency has to do more paperwork if they designate it as sole source, but they can easily write the request for proposal (RFP) so that only one company fits the mold. Typically this happens because someone saw the technology and said "Cool. We should get some of these so we can play Tank!". Then they have their aides write the RFP, accept the proposal, award the contract, and collect the toys a year later so they can go play.

I have to admit that if I were an Army Colonel, I'd want a VRD to play with. This is impressive technology. Those Army guys like to impress each other with their killer tech toys.
