The deal that North Korea had was for energy.

With Clinton, they negotiated a supply of oil and help to build the kind of nuclear plant that does not easily produce plutonium. This was to provide them with an energy source since they had no oil and no money.

Bush put them on the axis of evil list, stopped work on the nuke plant and curtailed their oil supply. Ever suspicious that they would be strung along like a junkie looking for his next fix, they began researching how to enrich their own uranium. (The project had been going on for several years, they just put it on the fast track after Bush appeared ready to put them in an energy bind).

This is when Bush completely cut off their energy supply. It is also at the time when Bush made it clear that he would invade any country that looked weak. North Korea kicked out the inspectors and monitors, reprocessed the fuel rods, and built some nukes.
