I agree. None of them are currently paying royalties to QCOM. QCOM has announced WCDMA contracts with almost every major player. They will pay royalties when legally required to do so..... per their signed contract with QCOM....

However..... Worded as Mr. Woo is quoted, it sounds like a careful spin to cast doubt on QCOM's essential IPR position in regards to WCDMA. It makes for a nice angle to play in the FUD arena. AT&T is like the GSM cabal. They want to give the perception that they have the best overall system for 3G & they are in control of the future of 3G. Obfuscating the IPR issue raised doubts about QCOM's IPR & their role in the dominate 3G system.
