While I can't argue with your point, cuts like so-called "bonus" depreciation and Investment Tax Credits are a highly effective means of getting business moving again. Probably the most effective means we have out our disposal.

I am no fan of the "refundable" personal credits I think you're referring to, as I don't think they're stimulative.
