CheckFree has over 3 million merchants in it's database. 2000 merchants is a drop in the bucket. Many have tried to compete against CF and many have failed.

David,
City bank is trying to go its own way. They may even be able to bring it to completion. May be even a few more biggest banks have enough resources to put all things together. The rest will have to contract this job out.
Banks' main job is to manage other people money: lend them out, invest. Delivering and collecting money doesn't bring them profit, rather headaches only. What is easier for banks: to handle one customer at a time at business hours, or exchange two huge file with CKFR at night? Those few capable, if they decide to do everything in-house, will lose big due to economy of scale. Eventually they will smarten up. There is really nothing new to it. It's happened many times in history.
