50 to 100 years ago the Saudis were wandering nomads. 1000 years ago western civilization was beginning to move away from a feudal system, to a skilled craftsman trading system, thanks to the technical advancements that have continued unto this day. The industrial revolution was only three hundred years ago. Our acceptence at each step of the way of improved technology has come with great internal resistance. 80 percent of our parents wont touch these computers from the devil, while kindergardeners get keyboarding classes and universally accept them as a normal part of life.

Look at music over the past decades as a less distant example. Each generation embraces the music of their day and hates the new stuff that the following generation is hopping to.

The Saudis have taken hundreds of generations of western development and incorporated it into their culture in a matter of two or three generations. Some adjust easily some not so easily.
