I really don't think that's it. I think Kerry, by his nature prefers to stay "above the fray". He seems very Presidential to me, much more so than Bush. Going negative is something a candidate does when he's losing, as Bush is doing now. Compare his web site with Kerry's. Bush's site has more pictures of Kerry than Bush!
