The rest of the world has decided that, though they want a peaceful and stable Iraq, they don't want Bush to use their help in his Presidential campaign. It'll take a President Kerry to get any real international help in Iraq. Bush has just told the Europeans to "go F**k themselves" one to many times to have any credibility as far as his ability to play the diplomat.
