Better yet, it was an open book exam. Agents and analysts consulted with others, shared answer sheets, and even exploited a computer system bug to reveal the answers. In some cases, workers finished in 20 minutes ... when the typical test time was 90 minutes or more. The report didn't name names, but it did indicate that the cheaters included top level officials at the Washington, DC, field office, as well as the assistant director there. The cherry on top: The test's final question asked employees to verify that they did not consult anyone else about their answers, notes CNN.
