I don't know telebank as opposed to netbank, however I was a netbank bear until I looked into it and now I'm a bull. Netbank provides free access to cash from the Novus atms (one of the atm networks - I can't recall which one), so cash access is handled. They have stremlined direct deposit and you can also mail your check to them for deposits so there is not as much access there but its ok. They can run the entire operation from a cheap state and all applications for loans etc are online. After I looked into it I thought about opening an account there. BofA has been trying for years to make online banking worth and its completely cumbersome etc.
