From the MSNBC article that Quincy posted - The definition of "least efficient power generator". Tell the President and the Governor:

<< Instead of mandating a federal cap on the cost of wholesale power, the commission pegged the initial non-emergency price ceiling at $107.95 per megawatt hour — 85 percent of the peak price of $127 during California’s last Stage 1 emergency.
In California, the price will also carry a 10 percent surcharge because of credit risks that out-of-state generators must incur.
FERC staff members told reporters that the $107.95 target price could rise or fall if officials of the California Independent System Operator declare a power emergency before Wednesday. The new ceiling would be 85 percent of the highest price charged while that emergency was in effect.>>
