IMO, it's not only cultural. Many lower income whites vote Republican because they believe that the economic benefits of Democratic administrations flow to lower income blacks rather than them (welfare, etc.). This mistaken impression is reinforced by race-based preferential treatment in many corporate and government workplaces, college admissions, etc. Affirmative action, which is an integral part of all Democratic platforms, creates resentment primarily among lower class whites. This resentment is rarely expressed openly, since it is not politically correct behavior. But Republican strategists know it is very real and exploit it.

The problem can very easily be solved, and America will be much better off for it politically. Replace race and gender-based affirmative action with affirmative action based on economic and cultural deprivation. A son or daughter of a black doctor should not get preferential college admission over the son or daughter of a white single mom waitress.
