that is the point. It is hard to believe that manufacturer would order 200mb and 100 cpus. If they would order 200 of each then they would not be returning motherboards. It is likely that they ordered 200 of each but got less than 200 cpus.
If Intel accepted an order for 200 but did not deliver then it is a production issue. Recall that Intel is adding fabs to already huge overcapacity with assumption of reasonable yields. Maybe assumption was wrong.....
