OK, so we agree on the above. We also agree that ILECs
should recover costs--BUT-- the costs for copper in the
ground are being amortized already. All the ILECs have
done is to ADD DSL, mostly ADSL, with DSLAMs where they
split out the POTS and send it whereever it went before
and then use the frequency split ADSL for data.

Any competition comes from a CLEC, say COVAD, they install
their own DSLAMs in a cage in the CO, take the copper, split
out the POTS and give it back to Incumbent. This seems
different that cable since cable is SHARED. Copper pairs
are point-to-point, customers home to CO, direct.

So, I believe there IS a difference--and the CLECs need the
access as I have described for DSL stuff. The BabyBells have screwed it up already-- I would hate to see that
intransigence continue.
