The core of DMT equipment will be a $50 chip from Motorola or Analog Devices or some other Semiconductor manufacturer. The core of CAP equipment will be a $50 chip from somebody else. There is no inherent cost difference between the two modulation methods. I think DMT will win because it is better and it is the accepted ANSI standard. And it will probably be cheaper due to higher volume manufacturing. All companys involved in ADSL will provide DMT equipment. Westell is the only one I know which offers both DMT and CAP. A few months ago Westell touted their cheap CAP equiment. Now they emphasize that they too will have equipment with the market leading Amati/Motorola DMT chip.
