Riots in the streets would equal a crisis. The Left's golden rule is “never let a crisis go to waste”; an opportunity to implement more government control and infringements on personal freedom.

Things Democrats label a crisis (typically fake) provide Democrats with ammo to propose more government control; more government handouts, which equals more government dependency, which equals more loyal Democrat voters.
