It certainly sounds like gibberish to me. The logical next step is that you have to remove Netscape and all other non-Microsoft software so that technical support can better know what is on the system when there is a problem. What about a user installing IE, getting the rest of the fixpack installed, and then deleting IE -- how does that help technical support in their understanding? For that matter, they're going to recommend rebooting as the solution no matter what, so how does the presence or absence of any particular software have any effect?

If there were proper isolation between the system and application spaces, none of this would even be plausible. But the flawed design of the entire Microsoft line of products, which leads to rampant interactions between things that have no business interacting, makes such requirements of control of the software environment by Microsoft in the name of support somehow seem reasonable.

It clearly reflects Microsoft's attitude about who should be in control, despite their protestations that the customers' demands are paramount.
