Not even knowing what Kerry has said in his entire life, I would bet that Kerry has never said that (not even once). Perhaps if you take all the words he has ever uttered you could pull out enough words that would give effect to what you would like to put in his mouth. But I would bet that he never uttered those words in a context and meaning that you refer. I am assuming you are making an honest mistake.

Building a wall on their side of the territory and building nuclear weapons are two different things - they require different responses. Watching a wall go up on "their territory" requires a "sensitive" response.
