The words of higher level programming languages sound like English: until, return, class, function, void, double, set, list,
etc. But the comments to the code are more important than the code itself, and they are in the local language, German, French, English or what have you. There might be a vocabulary of 200 "words" used in the programming language but there are of course tens of thousands of different words possible to be used in the comments, which can be printed with the code, the comments being in our natural languages.
