This is just the logical extension of CPI's ridiculous "geometric mean" artifice - if prices are rising just give them less weight. Makes sense to me - if houses are too expensive, people can rent. If rents are too expensive, people can live on the street. If living on the street becomes too expensive, they can just keel over and die. The Fed and BLS are really pushing their luck. People may be stupid but they'll get the picture once they can no longer house and feed themselves.
