I'd like to think Bush Adm had a lot to do with it after 911. Pakistan could have gone either way , i believe Bush pushed them. Sure Bush pushed them. Musharref said after 9/11, "I do not intend to commit suicide". This is a tribute to the use of credible threats. But it also shows its limits. Musharref tried to have it both ways, going against the terrorists, but not too much, keeping the old parameters of action, until the terrorists tried to kill him twice. Then Musharref got serious, went into the tribal lands, and the wave of arrests began.
