All the reasons for the truce talks are speculative. Could be that both sides needed to stall a little. The Iraqi bloggers report rumors that Moqty has wired the Shrine of Ali to blow; maybe they needed time to check it out. The good thing about this round is that the Iraqi forces are fighting and not running away, even if with mixed results. The bad thing is that the US is still there providing the muscle, so Iraqi politicians can look pious and say, 'oh no, I won't go against my Muslim brothers' and let the Americans do it. The result of course is that they make themselves look more like puppets than ever.
