Well, first of all, they would probably have banned guns and the like.

Enforcing a gun ban would be very difficult. Even if you could prevent manufacture or importation of highly developed well designed guns, there would still be both old hidden guns and new improvised guns or other weapons. Incendiaries and explosives can be made from normal non-weapon materials. Also if the pacifists are totally pacifist one violent person with a baseball bat or knife could disable dozens of them if they didn't scatter and run and if they want to escort him to jail they can't do that.

As for jailing or conditioning/"reeducating" people not to be violent from childhood, that possibly might work, but would require a relatively totalitarian government combined with a better ability to predict and alter violent personality traits.
