No, we do not have a duty to intervene in every hellhole. It is pretty much at our discretion. In some instances, it is a good idea given the threat to US interests, or the extent of the impending humanitarian catastrophe. We might also take into account the likelihood of a successful outcome. In some instances, we would be remiss not to act, as may have been the case in Rwanda. In others, it is a matter of the United States acting as a great nation eager to behave constructively in shaping the post- Cold War world, as with the promotion of NATO expansion.......
