George, it appears to me that Bush is attempting to find a compromise on the economic and political front with the Europeans. It may be easier for him to make the political concession when he is standing alone in a sea of out-lash against the ME policy than to make a trade concession (steel). I see China is warning the US again about Taiwan. It is strange that this seems to happen every year at about this time. Sometimes it is timed for political reasons, and this may be the case as this guy is in line to be the new leader of China.
