It the hole of a severe alcoholic considered safe?

I don't know enough about current practice to extrapolate it out to determine how it would deal with drug legalization, except to say that someone having obvious severe problems from legal or illegal drug use might not be a good candidate to be considered someone who provides a safe place for children.
