Okay, a kid a couple years old fell out an apartment bedroom window and lay there injured for an hour till a neighbor called for help while mom was sleeping it off on the couch. Happened in Houston last week. The mom found out when the firemen banging on her door woke her up. Is cps not going to be concerned if the mom is still drinking when they consider putting the child back in her care?
