I have no idea how pension funds will affect the economy and I don't remember every saying anything like they would earn 9%. One thing I can say is that bonds aren't the place to be right now. There is an imminent explosion waiting to occur in bonds as well as the ongoing one in stocks. The amount of corporate debt, consumer debt, mortgages, and derivatives are astounding. We know interest rates will have to rise once inflation raises its ugly head. Once that happens, bonds will get trashed. Or get a big banking failure or two and bonds will get trashed. Stocks are also a risky proposition.

Maybe the only place safe is what I've been hearing lately: natural resources, energy, and precious metals. I don't know. I'm cutting back on my REITs as we speak and am thinking of increasing my weight in natural resources as well as my value plays.
