Correct, but QCOM has a system that works well on that band. What QCOM owns is the other part of that band, reserved for commercial. QCOM sees the only impediment to using part of the band for public safety applications as political; i.e., the time needed to clear the band of UHF TV applications. To the extent that most major areas are cleared before the Feb. 19, 2009 deadline, QCOM can proceed with selling its public safety system, which is a lot better, from the technical point of view than current systems (cheaper, too).
