I can confirm that GTE and ATT were discussing a merger last year. I work at the TDRSS White Sands Complex which is divided between AlliedSignal Technical Services and GTE. GTE HR came out to the site last year specifically to inform the GTE personnel of the possible merger and its impact to the personnel.

GTE is undervalued. A computer company could buy GTE for its internet, development labs, federal gov. mainframe contracts, trans american fiber optic cable (almost complete), and internet development with MSFT. The above would be for free if the local and long distance segments were sold off to a Bell and other non strategic/cash units were sold. - Having said that its gone no where for years, but has a nice dividend.
