Guarantee can be provided out of confidence in the outcome of the future. The feeling that one may have about personal control is always exaggerated, so it doesn't matter if I feel if I have personal control imho. I just don't think things are going to go awry in that part of the world so quickly. They may, over time. Also, this idea that the future is in China is an interesting one. I wonder why you think that. They certainly have the manpower and wherewithal. If the political system changes, then maybe.
