Isn't the entire rationale for treble damages in the United States?

I can't quite see why the market doesn't like this partial payment from Nokia. It clearly shows that Nokia believes that they do owe Qualcomm for the use of the Q's IP above and beyond whatever they consider that Q owes them for use of their IP. I'm not in the business world, but I can't believe that Nokia can just pay the Q some money and unilaterally claim that payment in full has been made. It is a little bit like paying your BMW dealer $20,000 for the 750il and saying that you consider your obligation to be satisfied.

A strategic masterstroke? Hardly. All Nokia has done is admitted that they must pay the Q for its IP. Only the amount remains disputed.
