Roszko should have been in secure custody long before, or at least closely watched [and then of course they'd have nailed him for something] ... there is a percentage of any population that just cannot be trusted to keep the peace

... curse the internet - plan for the morning was to look at stocks, period, other stuff was so much more interesting though ... but then, after mentioning Swift to Howie, it reminded me -
