NOK isn't saying that exactly. It is saying that Q's patents are "paid up" by which I figure they mean that there isn't any relvant patent with an unexpired life. They are all now public domain.

Having looked at the patents recently, I don't think they've expired yet. Perhaps one. They will, however, begin to expire, in the next couple or so years.

As I understand it, and I may be wrong, the license for the core patents does indeed become fully paid up on 4/9/07. The argument NOK makes is that the other patents which build on the core patents are not worth the rate Q wishes to charge.
