"INCREASE IN MARGIN REQUIREMENT FOR SMALL-CAP STOCKS" GREAT NEWS!!!! in fact margin should be banned as it is worse than ARM's and only a greedy FOOL has a margin account. People who use margin deserve to lose everything IMO. Don't feel sorry for them. People should only buy things they can afford.
