To "Item 9" I would add :-

"Those granted asylum must be held in a suitably serviced, but SECURE facility. No asylum seekers will be allowed to leave this facility unless they receive the necessary permission from the USA Immigration authorities. As soon as conditions return to a status in their own country where that status no longer complies with the aforementioned "internationally recognized definition", the asylum seekers must return to their country of origin."
