"So, what is the government of your country, or it's 9 provinces, doing to encourage private capital"

Unfortunately far too little. With a complete idiot and highly corrupt individual like Zuma as our President, they are far too busy squabbling and fighting among themselves to decide who the ANC are going to put on the top of their list as their candidate for President in the upcoming elections next year.

You see we have this rather "African" way of handling our election process. A political party, such as the ANC for example, will hold their own "Conference" and then vote for who gets on the list for potential candidates. Let's say that the final list contains 350 names.

The individual who gets the most votes/support at that "Conference" will be the President if the ANC wins the majority of the country's votes. So lets say there are 400 available seats in our Parliament. And the ANC wins the election and gets 60% of the votes cast. That means they will get 400 x 60% = 240 seats in Parliament. And those 240 members of Parliament will be chosen from that list of 350 ANC members, with the individual at the top of their list becoming the country's President, and the remainder will be chosen working from the top down.

Soooo .... doing their best for their country, as well as doing their best for their fellow Black Africans is not that high on their Agenda. It comes a poor second to getting their flat snouts into the trough where all manner of financial "incentives" awaits the winners .....

Fortunately more and more of those "fellow Black Africans" are starting to see through the likes of Zuma and his cronies. And unlike the scenario in Zimbabwe, with that piece of trash, Mugabe, at its head, it is possible in South Africa to actually do something about getting rid of the likes of Zuma. It just takes a little while .... as we work according to "the pace of Africa" ... which can be likened to a species of Snail .....
