I read somewhere that FEC said they wouldn't get involved in 527s until after the election. No idea whether that's true.

But I don't see how anybody can stop an independent organization from buying ad time. I don't think the campaigns or the political parties are allowed to have any contact with the 527s, much less control.

Earlier today I read that Bush spokesman statement that "we can stop 527s if both campaigns ask" was ipso facto proof that Bush controls SwiftVets. Bad idea to even TALK about controlling them!
